I love the way the skull stands out because of the dramatic change of color. It's a beautiful design, and I'm sure many people think that too, LOL. (I hope you win!)
But.. It's pretty obvious that you took a small image of a diamond(I see that you made it after stalking your gallery, and it's very lovely) and stretched it out, making the quality go -poof-. I'm sure that vectors can be kept in perfect quality if you have the psd file, but I don't think that happened here. I also noticed the bumpy "blood" lines, which you probably got from clicking a spot, and clicking another while holding shift. The problem with that is it comes out not that straight (it's hard to measure with your eyes) The way I'd do it is I'd use the selection tool, and try to line it up, inside or outside of it (You could also trace along the bumpy edges and ctrl-x it out)
I also believe that the blur on the skull is unneeded, your piece gives off a "vector" feel, so it kind of disappointed me a bit (It's good that you're trying things though!) and I think the cracks on the skull should end with minimal pressure.
After seeing what you can normally do in your gallery, I feel as if you rushed this a bit. (although I might be wrong, if so, I don't mean to offend you) but in this contest, it's mostly about concept! so no worries, I'm just being a bit nit-picky, and I apologize D: <3
